This PR updates the basic CI workflow to use Python 3.13 for the compile-and-run job.
Changes:
- Updates the setup-python step from Python 3.10 to Python 3.13.
- Removes the system package installation step previously run before activating vcpkg and Arm tooling.

Latest version of FVP models do not require unsupported python 3.9 - using python 3.13 instead
