Is your task related to a problem? Please describe
currently the only way to publish dash-licenses build to npmjs is through running a release workflow. However, there is no ability to publish next builds for pushes to main/x branches.
Describe the solution you'd like
publishing workflow must be modified to handle publishing both release and next builds, similarly to how devworkspace-generator/che-e2e tests are handled
