Import is missing from community edition, is this intentional?

I am on the self hosted edition hosted on coolify. v1.3.0.

I am trying to import some issues via a CSV file but I cannot find the option to on my dashboard. Is this normal? I understand that specialized importers like linear and jira are limited to the cloud version but the basic importer should be available too, no?. Here is a screenshot:

Also is the ability to use custom AI vendors that implement the open ai API limited to the commercial version?
