Set the background color of a specific cell based on the cell value.

Motivation

Allows developers to set the background color either based upon a direct hex value (eg from a query) or via a specific formatter (if we talk about numbers the use case might be: 0-60 is red, 60-80 is yellow, 80-100 is green)
