Remove /v1/system/hardware/switches endpoint

It's unclear we need this, and it's been a longstanding issue confusing new support folks.

I'm not sure I'm in favor of this, but #6394 is also related. We should close that or populate the table.

If this endpoint is actively confusing people we should at least disable the endpoint until the table is populated.
