Windows support requires new release of "rosdistro"

Description

The Windows support requires a new release of rosdistro the includes the fix ros-infrastructure/rosdistro#194.

See #887.

Expected Behavior

Windows support should use a released version of rosdistro.

Actual Behavior

Windows support required a source version.
