This change moves the Orbax v0 emergency and replicator checkpoint manager implementations, along with their helper functions, into a new file `emergency_checkpointing.py`. This allows the main `checkpointing.py` to focus on Orbax v1, while still providing backward compatibility for the v0 emergency managers through aliases and dispatch functions.
