Adds Shizuku as a third way to get the WRITE_SECURE_SETTINGS permission, alongside root and manual ADB. Shizuku runs a small user service with shell UID that does the exact same "pm grant" call the ADB instructions already use, so no PC or root is needed once Shizuku itself is set up. Falls back to root automatically if Shizuku isn't available.
