Add REUSE compliance infrastructure including: * GitHub Actions workflow for REUSE compliance checks * License files (Apache-2.0, CC-BY-4.0, MIT) * CODE_OF_CONDUCT.md for community interactions * CONTRIBUTING.md with contribution guidelines and CLA information This ensures all repository files are properly licensed and contributors understand the contribution process and license requirements.
