allow configure if console should be displayed in win32

• Make console only display when double-clicking the .exe in Debug by default.
• People can customize the behavior by changing UserConfig.cmake (if they really want to have it in Release for some reason or hide it in Debug)
• Either way when running the .exe from console the output will always display

preemptively put the config there for MinGW as well but I can remove that if that's not planned
