same as for the others 🙃

  1. add Changelog entry
  2. fix RTD
  3. use a more recent Python version for PyPI; you can set that in the workflow (since that is a singular place, we can skip a repo variable, I'd say)

Aaand, actually re 3: how the heck did that work for yadism https://github.com/NNPDF/yadism/actions/runs/28377328206/job/84070310579#step:8:13 ? why did that not fail? I guess for packaging one does not need to install it - but then we are simply hoping for the best and take the files as they are -> Please fix this also in yadism
