`dispatch check` is a read-only preflight for worker/reviewer dispatch. It reports PASS/WARN/FAIL, does not start agents, and does not mutate run state.

`dispatch prompts` writes task/worktree-specific prompt bundles under `.cewp/runs/<run-id>/dispatch-prompts/`. It does not start agents; the user manually pastes each prompt into the matching Codex session.
