Adding Amd sync

• adding AMDSync playbook tool - it will be only for Ryzen AI Halo.

2 notes:

• @danielholanda --> I changed some playbook.ts code to cleanly separate reference platforms as Ryzen AI Halo, and APU as Halo. There's no longer any overlap. I made sure this didn't break anything else, but let me know if you think of anything else.
• @vgodsoe --> I left space in the Playbook to update the links to install AMDSync. Please update it when you can - for Windows and Linux.
