把 zh-TW 的香港在地化（P1 措辭中性化+安心保證條件式化、P2 通用層補香港段、P3 場景層止血+資源）同步到 zh-CN（簡體，全 22 檔對應）與 en（策展型，12 檔中自然容納者）。由多個 subagent 逐檔「先讀後改」，比照各語系既有框架整合，避免重複。 zh-CN（20 檔實際改動）： - 通用層依既有簡體用詞補香港（沿用各檔既有「anoni.net 是台湾的社群」info box 設計，不重造受眾措辭）；messaging-comparison 的區域段本為「在中國大陸的補充」，改為涵蓋香港、以 WhatsApp vs 微信對照 - 場景層尊重既有六地區分區：domestic-violence/lgbtq 已有港澳小節，只補缺漏事實（號碼、2025 否決伴侶法案、具名資源、無跟騷法）；lgbtq 依該檔「各地區用 H3」結構補 H3 而非 H2；activist/journalist 無既有香港小節則新增平行 H2「香港的脉络」；election-observer/nonprofit 補止血 admonition，不動既有六地區與政治獻金法段 - what-is-tails、basics/index 既有已中性化，無需改 - zh-CN vpn-guide 尚無專屬香港小節，相關連結指整頁（待日後同步 vpn-guide 再改指小節） en（10 檔實際改動）：策展型、香港當 regional case，只在既有結構自然容納處補（多數 en 場景/tools 已有 regional 段落）：internet-freedom 補 Art 43/SNSO；tools crypto/messaging/asian-diceware 補香港案例/粵拼；scenarios index/activist/journalist/domestic-violence/lgbtq/election-observer 補香港脈絡與資源 - en basics/index、threat-model 本為區域中立框架，無自然位置，skip 事實一致（612 改以社團條例定罪非終身監禁、SFC VATP 2023-06、SNSO 2→7 年、同性伴侶 2025-09 否決、無反跟騷法、社署 2343 2255 等）。zh-CN/en build 皆通過、footnote 全配對、無斷連結。 Co-authored-by: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

四類內容（basics/tools/advanced/scenarios）的 zh-HK 適用性審查後，規劃分三階段 PR 做香港在地化。本 PR 是 P1：零成本止血 + 受眾措辭中性化（fact risk 最低、與讀者安全最相關）。P2（通用層補「在香港的補充」段）、P3（場景層止血 + 香港資源清單）另開。
這個 PR 做了什麼
