ci: add SDK release workflow for @beyond.dev/queue#2

queue had no SDK release workflow, so @beyond.dev/queue (at sdk/ts/queue, under the private sdk/ts workspace root) was never published. Mirrors the auth/kv OIDC release flow, targeting sdk/ts/queue. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
