not longer relevant; logic over v0.3 - v0.8 moved to other tools
Remove the compare_nodes registration and smoke-test cases now that the tool is gone (fd7a123). Updates the offline tool-surface pin and the required-args map so the registration tests track the 13-tool offline surface. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
Pin the cap behaviour end to end: capItems/entryBlock/filterByQual primitives (all corners incl. limit=0 opt-out and AND-narrowing), the cappedKindResult truncation contract (count stays full, truncated/omitted set, _meta.next re-runs the category uncapped) and its clean-under-cap counterpart, buildAnomalies hottest-first ordering, capStaleStats' two-bucket guard, and DetectStaleStats worst-first ordering.
