Changes proposed in this pull request:

-We have modified the Network Provider to allow requests from the same user in a multi-session environment (Windows Server).
This may also be helpful when user sessions change.

IsSameUser is meaningful when admin privileges are present, but otherwise, it becomes meaningless because DokanGetMountPointList returns NULL.
Ultimately, unless you perform processing similar to IsSameUser internally within Dokan, it is only partially effective.
