@cw-Guo It looks like the merge commit was changed from the default (which is the PR title because we have that configured here) to Support more settings for firehose output which doesn't follow the conventional commit pattern. This caused release-please not to add it to the CHANGELOG.

When merging, we just need to ensure we keep the "default" merge commit title (which defaults to the PR title).

Also - same problem for this PR: #1979 (notice the merge commit doesn't match the PR title)

I was able to fix this by following these instructions. We can also manually clean the CHANGELOG up before merging this PR, but if we make any manual changes before merging and release-please runs again, the changes will be reverted.
