Announce the v2025.12.3 rollout on August 1 and explain how to avoid the batman-adv ELP deadlock that can hang sysupgrade on v2025.6.1 through v2025.12.2 (freifunkMUC/site-ffm#776), including manual update instructions using throughput_override.
