protobuf transitively pulls rules_android 0.6.4, whose attrs.bzl imports the CcInfo symbol removed in rules_cc 0.2.x; its @androidsdk//:all toolchain then fails to load during C++ toolchain resolution on Bazel 9 for any consumer with an Android SDK present (the BCR presubmit hit this on 1.2.1). The .bazelrc --repo_env=ANDROID_HOME= shim only covers our own builds, not consumers, so add the rules_android MVS bump to MODULE.bazel itself. 1.2.1 carries the equivalent fix as a BCR registry patch; from 1.2.2 it is native.
