Adds chapters/el/ with _toctree.yml and a Greek translation of chapter0/1.mdx (Introduction). Registers Greek in the README languages table. Closes part of huggingface#1257.

Please also add the el to build_documentation.yaml and build_pr_documentation.yaml so the greek changes are visible

Summary
chapters/el/with_toctree.ymldeclaring Chapter 0 (per the README rule that the toctree only lists translated sections).chapter0/1.mdx(Introduction) into Greek. Anchor IDs, code blocks, image URLs/alts, and external links are preserved.More chapters will follow in separate PRs. Chapter 1 remains claimed by @j1mb0o.
