Summary

引き継ぎ事項 #25 の monorepo monolith side preempt 実装 plan。

spec PR #425 で確定した design に従い、 task-by-task で:

1. monorepo worktree + branch 準備
2. deployment.yaml 修正 (= OTel env 削除 + inject-ruby annotation 追加)
3. initializer.rb 削除
4. kustomize build verify
5. commit + push + draft PR
6. post-merge cluster verification
