What does this PR do?

Adds the OpenSSF Best Practices badge to the top of the README. Project ID is a placeholder (0000) until the entry is registered at bestpractices.dev; an inline note documents how to swap it in.

Thanks @pen-pal! The badge needs an actual project registration at https://www.bestpractices.dev/en first. Let's register the project there, get the real ID, and then merge this with the live badge URL instead of a placeholder. I'll register it — will update this PR once we have the ID.
