This PR moves a lot of what's documented on the wiki into packages.
Having the documentation, inside the repository is easier to maintain and easier for contributors to contribute too.
I went with zensical to build the documentation.
I also added a DEVELOPMENT.md and CONTRIBUTING.md.
You can how the documentation would look on my fork.

This require a change to the settings. Enabling pages and setting it to use a Github Action for publishing.
