Update dependencies, test data, and CI

Hi Will! Just did some small maintenance:

• Dependency updates, go.mod to 1.23
• Updated the test data to the latest
• CI action updates
• Removed the golangci linter settings and used the defaults of the latest version
• Fixed linting errors that still existed
