A Support-set APS limit is a floor that persists across capacity mode changes; it is not reset. Corrects the has_legacy_limits comment, which is the source for the generated SDK/OpenAPI docs.

Confirmed by the capacity team (thread)

The comment claimed that adjusting the namespace's capacity resets a Support-set APS limit. That behavior is inaccurate, so remove the stale line.
